An off-duty police officer helped a friend make a marriage proposal his wife-to-be will never forget. It starts as a 'routine traffic stop' until the officer asks the young couple to step out of the video. Position the driver in front of his dash cam, the officer orders the young man on his knees and pretends to cuff his hands behind his back.
