According to NBC Sports, Kevin Harvick was penalized for inspection issues before last week's race. He will miss out on 15 minutes of practice time for failing multiple pre race inspections at Phoenix.
15 minutes of practice time may seem minor, but when it is literally all riding on this one race, every second on the track is crucial.
